Fountains at Town Center is the newest of Carol Stream’s top-selling subdivisions — 145 maintenance-free townhomes built by Town & Country Homes just west of Gary Avenue and Lies Road, overlooking the village’s Town Center. Ponds and decorative fountains run through it; that is where the name comes from.
These are three-story townhomes, and they are large — two to three bedrooms plus a loft or den, three baths, two or three balconies, and an attached two-car garage with a separate storage area. Recent resales have run around 1,800 to 2,400 square feet.
They also move faster than anything else in Carol Stream. Recent closings here averaged 6 days on market. If you want one, be ready to write.

What the Assessment Covers
The Fountains at Town Center Condominium Association maintains the common elements. Recent listings show monthly assessments running roughly $250 to $270, covering exterior maintenance, landscaping and lawn care, snow removal and common insurance.
Three items sit with the owner and catch buyers out: windows and screens are a limited common element the homeowner repairs and replaces, exterior garage doors are owner-maintained, and so is the air conditioning compressor. Replacing any of them needs an Additions & Alterations form approved by the Board first, and the style and colour must match the rest of the community.
Rentals
Rentals are permitted, and the association’s rules on them are specific. Leases must be for a minimum term of one year and for the entire unit — no renting a room. A copy of the lease goes to the managing agent by the date of occupancy or within 10 days of signing, whichever comes first, along with proof of certification from the Village of Carol Stream. Subletting is prohibited.
Short-term rental is expressly banned — the rules name Airbnb and HomeAway, and an owner who violates it can be fined an amount equal to or greater than the rent received. Owners who rent pay an Annual Lease Administrative Fee, plus a New Lease Processing Fee each time a new tenant moves in.
Pets and Exterior Changes
Each unit is limited to two pets — dogs and/or cats — plus a reasonable number of fish, small birds or other caged animals. No breeding or commercial use. Pets must stay under control in the common areas and owners are responsible for waste and for any damage their animals cause.
The association regulates exterior alterations closely to keep the buildings consistent — garage doors, windows, storm doors, satellite dishes, lighting and balcony stain colours all run through the Board. If you are planning a change, get the form approved before you order anything.

The History of Fountains at Town Center
Town & Country Homes announced Fountains at Town Center in February 2005 with base prices starting in the $280,000s. Twenty years on, resales here have recently run $395,000–$440,000.

Lombard-based Town & Country Homes announced the development in February 2005: 145 maintenance-free town homes on the site just west of the Gary and Lies intersection, overlooking Carol Stream’s then-new Town Center. The builder, founded in 1958 and family-run, was at the time among the largest in the country, with operations in Chicago, Minneapolis and southeast Florida. Sales were handled by appointment only, out of Town & Country’s Inspirations Design Studio in Lombard.
The pitch was the location. “Carol Stream’s Town Center offers convenient shops and services and neighbors a public park with picturesque walking paths and summer concerts,” said Michael Lemont, then operations manager for Town & Country Homes. “The location of The Fountains at Town Center is great for buyers to enjoy the park and retail shops within steps of their home.” He described the community as nestled amongst numerous ponds and decorative fountains, designed to complement the Town Center and give the town homes a scenic backdrop. The Four Original Designs
Four three-story town home designs were offered, from approximately 2,107 to 2,548 square feet as the builder measured them. Town & Country did not publish model names in the announcement, but it did document how the plans worked — and the layout is the same one you walk into today.
Split-level living, by design
In all four plans the main living area and kitchen sit a half-flight of stairs up from the entry, and the lower level a half-flight below, where it opens to the two-car garage and a separate storage area. That is the shape of the house, and it is why these live larger than the square footage suggests.
Bedrooms up — except in one plan
Three of the four designs put all bedrooms on the upper level. The fourth has a main-level master suite, which is the plan to look for if stairs are a consideration. Master suites include walk-in closets and private access to a master bath; guest bedrooms have walk-in or wardrobe closets and are served by a full bath.
Loft or den, two to three balconies
Three plans were offered with a loft and one with a den. Every home came standard with two to three bedrooms, two and one-half baths, and two or three private balconies off both the front and rear — Lemont’s point being that the balconies gave owners private outdoor space without a yard to maintain.
One thing to know when you compare listings: the builder advertised 2,107 to 2,548 square feet, while resales in the MLS report roughly 1,772 to 2,418. Both are honest numbers — builders and MLS agents measure multi-level homes differently, and the lower level of a split entry is often counted one way on a brochure and another way on a listing sheet. Compare plans and levels, not just the square-foot line.
The schools have held up better than most: Town & Country told 2005 buyers the community would be served by Glenbard North High School, and it still is. Grade schools today are Cloverdale Elementary and Stratford Middle in CCSD 93.
